This wasn't so much for the protection of property, but once people move past taking food they need and go on to taking TVs, you're going to have people trying to take the TV from them. At some point you need to crack down on the flagrant violations of law or it'll only keep escalating and then no one will get rescued. They already had to stop evacuating one hospital because the medics were being shot at.
