Rejection Weirdness

raefinlayI just got a rejection from The Vestal Review. Oddly enough, this is the same piece they rejected 4 weeks ago.
Does this kind of thing happen a lot?
And more importantly, do I get to count this as 2 rejections toward my goal of 20 for the year???
